There are two types of allowances for families to cover for the costs of private daycare. Depending on the municipality of residence, a family may be granted a municipal service voucher or Kela’s private daycare allowance.

When using a service voucher or private daycare allowance, Pilke’s client fee for the family may not be any higher than that of municipal daycare.

The client fees of early childhood education are based on the family’s situation

A client fee is charged for early childhood education in all municipal and private daycare centres. The charged sum is calculated based on the guardians’ income, size of the family and number of hours spent at daycare.

Some municipalities have granted private daycare centres permission to charge a fee slightly higher than the statutory fee. Check the amount of a possible additional fee with the Pilke daycare centre of your choice.

Ask the daycare centre manager whether your municipality applies service vouchers or private daycare allowance. They will also provide you with more detailed information on the amount of client fee for your family.

Service vouchers for early childhood education

  • The service voucher is an instrument with which municipalities can supplement municipal service provision. In early childhood education, service vouchers are used to support families in the use of private daycare services.
  • You can apply for a service voucher from your municipality of residence. Not all municipalities and daycare centres use service vouchers. If service vouchers are not used, the family can apply for private daycare allowance from Kela.
  • A service voucher can be applied for as soon as the child has been granted a daycare place and the service agreement with Pilke has been concluded.
  • Municipalities notify the family directly about granting a service voucher.
  • The sum of the service voucher and, consequently, the final client fee paid by the family is calculated based on the family’s income, size and number of siblings in private daycare, if any.
  • Application: The service voucher is granted by the family’s municipality of residence. Ask for further information on service voucher application from your municipality’s customer services or from us at Pilke.

Private daycare allowance

  • Private daycare allowance compensates families for the costs of using private daycare services.
  • Private daycare allowance is applied for from Kela.
  • The allowance can be applied for as soon as the child has been granted a daycare place and the service agreement with Pilke has been concluded. Private daycare allowance should be applied for within six months of the child’s start at private daycare. The allowance can be paid retrospectively.
  • The allowance decision can be checked in Kela’s e-service, and the family will also be notified by letter.
  • The private daycare allowance comprises a statutory care allowance and a care supplement tied to income.
  • In addition to the private daycare allowance, some municipalities apply a so-called municipal supplement. If you require further information on the Pilke daycare centre of your choice, you can find it here or you can contact your home municipality’s services.
